Queensland residents draws to the attention of the House the terrible road toll in Queensland. Statistics show that those with least experience and knowledge are at greatest risk of death.
The skill and training of these drivers/riders needs to improve. The current system of allowing people on a public road without any defensive driving experience or training is flawed.
All drivers should commence their driver training on a 'closed course', away from other vehicles and distractions before they are allowed on the public roads.
All local governments within Queensland compile regular Road Safety and Transport Management Plans. These strategies quote aspirational targets yet they fail to deliver by;
1. Not identifying, providing or promoting closed course facilities for training
2. Not identifying, encouraging or promoting the use of existing facilities
3. Not encouraging the development of new facilities that can be used for driver training
There are already many existing facilities that could be utilised for driver training, which are prohibited from doing so due to constraints of current local Government Planning Schemes.
Your petitioners, therefore, request the House to immediately amend planning schemes to allow existing driver/rider/motorsport facilities to be used for driver/rider training purposes. That this 'permitted use' be incorporated into local planning schemes.
That all road safety and transport management strategies refer to specific 'closed course' skills training facilities identified in local and regional planning schemes.
That future local planning schemes encourage the development and provision of training facilities adequate for an expanding population.
