Queensland residents draws to the attention of the House to the TLPI-00085 submitted by the Brisbane City Council. Council’s application seeks to fast-track developments in the Kurilpa precinct. 

Your petitioners note that the application does not fulfil the statutory criteria regarding risk nor does it guarantee or address the following:

• The TLPI intends affordable housing at 10 % less than the market rate: this is a poorly made mechanism, due to the rapidly changing economics, local rents and property prices and the average wage over the next 2 – 7 years. This provision is insufficient, not mandatory and is time limited.

• The Plan intends for South Brisbane a likely 60,000 additional dwellings, in an area forecast to need only 7869 dwellings by 2041: there is no proof of this need in the area, and there is no new supporting infrastructure including: schools, open space, traffic management.

• Extreme risks to people and property from development on the flood plain: The TLPI has no mechanisms or shown proof of how to manage the additional stormwater and flood water impacts in the area.

• Lack of community consultation: The community should be consulted about changes to the Neighbourhood Plan via the statutory process of the Planning Act.

• The Plan will create significant heat and wind impacts, cast significant shadows across the suburb and deny residents access to sunlight. 

Your petitioners, therefore, request the House to call on the Government to refuse the TLPI-00085.
