About the Bill
On 26 November 2019, the Hon Mark Bailey MP, Minister for Transport and Main Roads, introduced the Transport Legislation (Disability Parking and Other Matters) Amendment Bill 2019 into the Queensland Parliament. The Bill was referred to the Transport and Public Works Committee for detailed consideration. The committee was required to report on the Bill by 7 February 2020.
The Bill will amend the following legislation:
- Transport Operations (Road Use Management) Act 1995
- Traffic Regulation 1962
- State Penalties Enforcement Regulation 2014
- Rail Safety National Law (Queensland) Act 2017
- Transport Operations (Road Use Management) Act 1995 (TORUM Act
The explanatory notes detail that the purpose of the Bill is to:
- To extend the disability parking eligibility criteria to include vision impaired persons who are temporarily or permanently blind
- To increase the penalty that applies for using a disability parking area without a permit
- To omit the Queensland specific definitions of level crossing and rail or road crossing
- To provide that grounds to amend, suspend or cancel an approval can be specified in a regulation under the Transport Operations (Road Use Management) Act 1995.
